At the Board of Directors meeting of May 12, 2011, the inclusion of the following in the Green Book was approved. Chapter IV Point 5-2g-d:

d) The tee holder must comply with the Rules of Golf, and the use of a washer (or similar) is permitted. If the washer or similar device has a string attached, another washer or similar device must be attached to the other end. The washer and string assembly may never be used to indicate the direction of play or to measure wind direction and speed.

Analysis:

        The Rulebook defines this support as follows; «A tee is a implement designed to raise the ball off the ground. It must not be longer than 101.6 mm (4 inches) and must not be designed or manufactured in such a way that it could indicate the line of play or influence the movement of the ball. That is, it regulates the height, to raise the ball, but not by any other circumstance, such as the width, as could be the cork of a wine bottle or the stopper of a beer bottle or other liquid.

     Because most Pitch & Putt courses have artificial tee boxes, making it difficult to drive the tee in as usual, experienced Pitch & Putt players use a different tool that doesn't need to be driven into the tee box but lifts the ball. Given the uncertainty surrounding the legality of these tools, the RFEG Rules Committee consulted St. Andrews on the matter, and the response was as follows:

» Knowing the purpose for which players use the tee and aware of its usefulness, the Equipment Standards Committee has suggested modifications to the design and/or manufacture of the tee that would allow it to be made compliant.

    The only exception permitted by the R&A to the rule that a tee can be used to indicate the direction of play is when two tees (stands) are joined by a string or similar. This is because their use is considered traditionally accepted, as they prevent the tee from being driven into the ground at the teeing ground. Therefore, the R&A allows their use, provided they are not used for the express purpose of indicating the direction of play or measuring wind direction.

     If the implement is attached with a ribbon, the R&A considers it compliant with the Rules of Golf if the player sews another similar grommet or support (tee, or implement) to the end of the ribbon. In this case, the tee would be specifically covered by the exception, as it would consist of two tees joined by a cord or similar and would be compliant with the Rules of Golf, provided it is not used to indicate a direction of play or for the purpose of measuring wind direction.«

 There is no doubt that any golf player can place at the teeing grounds a device to raise the ball that does not exceed 101.6 mm attached with a string and at the other end another similar device, taking care not to infringe the two exceptions mentioned by the R&A, the direction of play and measuring the wind.

This is clearly reflected in the definition of the teeing ground.: “rectangular area with a depth of two sticks whose front and sides are defined by the outer part of two marks” There is no legal basis to mandate the use of floor mats, but appealing to Etiquette (which is just as important, or even more so, than the Rules of Golf) is a Prevention of Unnecessary Harm, compliance with which is advisable.

The same Rules of Golf apply to Pitch & Putt, as a sporting discipline. Therefore, the following rules apply: Ruler 4-4 Maximum of Fourteen Sticks, While it is true that, given the length of the holes (max. 120 meters) we may decide to reduce their number, understanding this always as an option.
