The Rules Technical Committee of the Royal Spanish Golf Federation held a General Assembly at the National Golf Centre, attended by sixty national referees, a large proportion of whom are currently active. The entry into force of the 2023 Rules of Golf was the central focus of the meeting.

The Assembly opened with a report from the Chairman of the Rules Committee, Pablo Chaves, who broke down the activity of 2022 and brought the attendees up to speed on the changes included in the new rules, which are already known to all referees.

This was followed by several presentations aimed at unifying criteria for the current season. The list of presentations included: Changes to Rules 1 to 24, by Vicente Olmos; Changes to Local Rules, by Carmelo Castillo; Rule 25 – Pace of Play – Code of Conduct, by Pablo Chaves; Equipment, by Xavier Burjachs; Abuse Prevention, by Margarita Salmerón; Championship Regulations and Permanent Local Rules, by Luis Fernández-Conde; and Teaching, by Manuel G. Mancebo.
