The introduction of the new World Handicap System, designed to establish single, common rules for handicap control and to provide a more consistent measure of the skill of players from different regions of the world, will be implemented as planned throughout 2020.

The fifth article focuses on limiting handicap increases, which will have two levels. In the current system, this isn't necessary because increases are very slow, with only a tenth of a point being raised when playing poorly. However, since the SMH is a more dynamic system, one of the goals of the new system is to better reflect the player's true skill level, thus requiring a limit on increases.
